Build with Tycho 2.1.0
* Switched few bundles to Java-11 BREE to ease compilation with
resolving from BREE
* Add targetJRE in staging.target as required by tycho.
* Remove <useJDK>BREE</useJDK> from tycho-surefire-plugin config as it
is the default now if toolchain is defined while in older versions it
was simply ignore.
* Remove tycho-extras-version as there is no more separate tycho-extras.
