502034: Jenkins servers are provisioned with Matrix build plans

* installs the Jenkins Matrix project plugin
* configures two matrix jobs
** one with a single configuration axis
** one with two configuration axes
** each job has passing and failing nodes
** each job has nodes which take 30 seconds time to complete
