Bug 576736 - avoid parallel baseline initialization

With multiple jobs running in parallel, baseline could be initialized in
parallel and threads may see partly initialized baselines too. That
should be avoided.

How to build on the command line

You need Maven 3.3.1 installed. After this you can run the build via the following command:

mvn clean verify -Pbuild-individual-bundles
