DLTK 5.4 (Mars.2)
Bug 487579 - Use builtin debugger if ruby-debug is not installed

Preferences.getDefaultString never returns null thus the default to use
basicdebugger is never set, check for empty string instead.
Bumped the bundle to Java 1.6 for the convenient String.isEmpty method
which is not an issue as DLTK Core is already at 1.6 level.
Also add EPL license header as it should have been done initially with
proper years.
