Bug 394948 - Change CSS Spy & Scratchpad keybindings away from F4
* Change the CSS Spy to be invoked on Shift-Alt-F5.
(Windows ignores Shift on Shift-Alt-F4 and closes the window.)
* Change the CSS Scratchpad to be invoked on Shift-Alt-F6.
(Linux ignores Shift on Ctrl-Shift-Alt-F4 and switches VTs.)
