[458721] Unloading should avoid resolving proxies.

There are 2 tests. 
The first, testURIAfterUnload(), focuses on what is expected (same URI
before and after unload). 
The second, testURIAfterUnloadWithFragment(), reveals that the behavior
is not the same with a fragmented resource.

This commit includes changes to EModelElementImpl to avoid proxy
resolution when caculating the eURIFragmentSegment.
