Bug 545718 - Update prereqs for 4.12 release: ECF Fix transfer test to refer to the new bundle. Simplify catch clauses. Use StringBuilder. Use foreach. Use 4.11 jsp bundle to download as 3.4 is ancient one and it's better to test latest one both for the sanity of the test and for network cache reasons.
