[hotbug] @regression: DefaultInferenceProvider is always enabled

DefaultInferrenceProvider is not added to InferrenceManager in case of InferrenceProvider.ONLY_THIS option is used.
The fix for Bug 419871 is packported to R3_5_maintenance branch
