573166: Build stand-alone MAT packages with a newer Eclipse release

Eclipse 4.20 removes IPlatformRunnable, which breaks
org.eclipse.tycho.surefire.osgibooter_1.7.0.
Tycho 2.0.0 then requires the includeSource to match
in the target defs

Building locally

git clone https://git.eclipse.org/r/mat/org.eclipse.mat
cd org.eclipse.mat/parent
mvn clean install
