Bug 573166 Build stand-alone MAT packages with a newer Eclipse release

Fix target platform for new Tycho, ignore missing file
on tidy of unneeded files.

Building locally

git clone https://git.eclipse.org/r/mat/org.eclipse.mat
cd org.eclipse.mat/parent
mvn clean install
