bug[ats_P3YXN]: Server side commit tx slow performance SQL used to determine non-current txs entries runs slow on production. Changed code to use IdJoin instead of using ArtifactJoin to store the item ids to search for. Change-Id: I8d158d466ef48c3d75f8711752a16f540afc63ee
