361901 Re-enable individual SWT fragments build
- Set resolver property so that the install-time dependencies from the
SWT host bundle to the SWT fragments are disabled. These dependencies
have strict version ranges, so they would prevent that a host bundle
from a previous build is used. However this is what needs to be done
when individual SWT fragments are built.
- Disabling these dependencies doesn't harm in the full build because
in that case there are no old versions of the host bundle: For
bundles from the reactor, Tycho automatically removes all other
versions from the target platform.
