org.eclipse.update.core does not exist in Eclipse 4.8 / Photon as of http://download.eclipse.org/eclipse/updates/4.8-I-builds/I20171115-2000, so remove this optional dep. Only place this plugin is referenced is in schema/installableRuntimes.exsd, so I'm guessing this change is safe. Signed-off-by: nickboldt <nboldt@redhat.com>
