Allow ConvertPDUEncodedAddressToASPAddress*() to run on any component

THere is no need to constrain the ConvertPDUEncodedAddressToASPAddress
functions to run only on the SCCP_CT component.  They don't access
any component variables and have no side-effects, as they only operate
on the input data provided as function argument[s].
