update submodules, fix parent pom to point at latest Eclipse 3.8 I site, reorder root pom to match swimlanes / future build order; since /I-latest/ still hasn't been created, point at an ACTUAL valid folder so we can actually build w/o hacks; add note about http://download.eclipse.org/eclipse/updates/4.8-I-builds/ too Signed-off-by: nickboldt <nboldt@redhat.com>
