Added the user and tester setup models

* These were in the main git repo but belong in the website.
* Renamed them to make names format uniform
* Additions to the tester model to align with the developer model:
  - Added ${base.downloads.url} variable and updated repo URLs to use it
  - Updated Latest Successful Build for testers product version to
include the Papyrus DSML validation feature and the Designer CDT editor
