Bug 542895 - [code mining] updateCodeMinings() API broken

updateCodeMinings() was most probably overridden to prevent code mining
from being requested before code is ready (class is reconciled). We
replace this strategy by having the reconciler propagating to the code
mining manager which classes are ready.
