Fix for https://bugs.eclipse.org/bugs/show_bug.cgi?id=282899 and (partial) https://bugs.eclipse.org/bugs/show_bug.cgi?id=277931#c1. Improves LoadBundleUtil so it searches jars, project classpath included utility projects and EAR project included utility projects.
