[561317] Switch tycho from 0.23.1 to 1.6.0

This produces p2 repository at
org.eclipse.oomph/products/org.eclipse.oomph.setup.installer.product/target/repository
with new 1.2.0 format and avoids installation failures with: "requires
'osgi.service; (objectClass=org.osgi.service.event.EventAdmin)' but it
could not be found" if installer update site is used together with a
"modern" p2 update site with 1.2.0 metadata format.
