[Releng] Update project setups for new release cycle This includes changing the update site used for 4.10 and adding the IBuild update site for 4.11 along with various changes to introduce 2019-03 choices and associated "latest" variables. Also update the product catalog for 2018-12 to use the latest simple repo.
