Bug 510072 - Scripts & tool for publishing to Maven Central should
migrate to releng git
- we need the SDK repo twice 1. batch compiler 2. everything else
(explicit bundles element prevents looking for other stuff)
- restored/fixed the following duality of repos:
- variant with local file system access, enabled on the server
- variant with http:, for validation on a user box
