Bug 205137 - [Win32] Scrollable does not support horizontal wheel scrolling

Process WM_MOUSEHWHEEL message (horizontal wheel or touchpad scroll)
and convert it to scroll similarly to WM_MOUSEWHEEL.

Additionaly, change scroll direction (horz/vert) when Shift is pressed,
which is a common mouse scrolling idiom on Windows.
