Bug 567258 - [GTK4] Convert Menus, GtkMenuBar, MenuItems to
GtkPopoverMenuBar

- Correctly set the MenuItem's parent menu
- Fixed activate signal being connected to submenus
- Guard isEnabled check in gtk_activate
- Added special GTK4 case for SWT.DROP_DOWN in getEnabled/setEnabled
