Revert "Bug 462401 - Can't access plugins folder using new Mac App
layout. set TreatsFilePackagesAsDirectories property to true."

Reverting commit as this breaks use cases where .app should be treated
as a file instead of directory.

This reverts commit 9b47cd02487f43a7bdd437650645c2180a001e29.
