Prepend version qualifier with 'rap-' in Tycho build

By using a customized version qualifier string the RAP e4 bundles should
be easily distinguishable from the Eclipse Platform counterparts. With this
change we concatenate the qualifier string with 'rap-' and the timestamp
of the build.
