Fix JavaDoc build on Windows ("filename too long" error)
Use useexternalfile=yes parameter in javadoc ant task.
According to Ant documentation
(http://ant.apache.org/manual/Tasks/javadoc.html) useexternalfile
parameter is used to make the command line shorter by writing the source
file to a temporary file.
