bugfix for SWT Browser widget if no browser is available in the operating system or the environment variables are not correctly set so that SWT can find the browsers (e.g. on Ubuntu). In that case no javadoc tooltip should be displayed instead of a SWT error box suggesting to shutdown eclipse.
