[467663] Avoid useless DEdgeReorientCommand - Avoid useless DEdgeReorientCommand execution on edge reconnection. This DEdgeReorientCommand has effect to create a first EMFT transaction which trigger GMF model update and dangling xrefs cleanup in precommit while the next transaction do the real work. - Remove DEdgeReorientCommand.
