Bug 539094: [R-Project, R-Model] Improve setup of R projects
- Add marker types for R buildpath and R model problems
- Move persistence of pkg name from project properties to model index
only
- Add parsing of DESCRIPTION file to R builder
- Add generation of package folders and DESCRIPTION file to R pkg
project wizard
- Adapt R project import wizards
- Update code templates to use author_name variables
- Adapt "new file" wizards to revised wizards in LTK
- Add use of nullable annotations
