Update M3UA_Emulation to full NOTIFY decode in ProtocolModules.M3UA

In commit 3850e4248f26807898d8aa1cb97d91d0c56ff657 titled
	"proper representation of decoded M3UA NOTIFY message parameters"
of titan.ProtocolModules.M3UA.git, the definition of M3UA NOTIFY was
completed, resulting in an API incompatibility.

Let's catch up with this API change.
