Bug 581203 - [UML2 deployment] Add distributionManagement tags to enable maven style plugin deployment

- Add distributionManagement tags to pom.xml
- Use repository names as in https://gitlab.eclipse.org/eclipsefdn/helpdesk/-/issues/2413
