[569093] Allow setting FORTE_IPLayerRecvBufferSize FORTE_IPLayerRecvBufferSize is a configurable CMake variable, thus users might want to configure it. Currently, CMakeLists.txt prevents that by using the FORCE option to SET. This patch removes the FORCE flag from the relevant SET calls. In case you ran CMake with invalid options it might help to reset the CMake state by deleting CMake intermediate files:
rm -Rf CMakeCache.txt CMakeFiles/
For building local RPMs you can use (tito)[https://github.com/dgoodwin/tito]
tito build --test --rpm
