364781 Drop special treatment of o.e.update.configurator in publisher - When publishing org.eclipse.update.configurator, additionally the bundle org.eclipse.equinox.simpleconfigurator was published. This seems like a workaround for some legacy use case which nobody remembers. Plus the was more than questionable - the extra bundle was taken from the runtime of the publisher. This change removes this special handling. Bug: 364781
