Second patch to fix https://bugs.eclipse.org/bugs/show_bug.cgi?id=222309. Made changes to the query in IUPropertyUtils used by the UI to get translated properties for an IU. Also added a few more calls to getIUProperty() from the IUGeneralInfoPropertyPage.
