Backport the fix of 350014. The fix supports specifying the retry number of p2 ECF transport via vm arguments when timeout/socket reset exceptions happen. The default value is zero(no retry attempt). Signed-off-by: Mengxin Zhu <kane.zhu@windriver.com>
