| On August 11, we opened voting on whether the Foundation can offer a modified membership agreement to government agencies who would like to | |
| join our working groups, but are unable to sign the agreement because it stipulates New York state as the governing law. A change to the agreement | |
| requires consent from the members at large. So your vote matters a great deal, since we must have an appropriate return of votes before we can make this change.</p> | |
