Bug 543363: Provide better error messages when -data not specified By pulling the formatter app into a new bundle, we can have a little more control on when the resource plug-in is loaded. This implementation can handle -help and missing -data without needing a workspace first. Note as CodeFormatterApplication is API, I am wrapping it, rather than moving it.
