Bug 537172 - Improved clean-up of test to prevent fails in latter test

ConsoleTerminateAllActionTests.testTerminateAll_01 is observed to fail
due to detecting 3 launches in the Debug View, as opposed to the
expected 2.

This change adds a check which ensures that no launches remain after a
debug test, as well as fixes the resulting fails in EventDispatcherTest
and ConsoleInputTests.
