Bug 570567 - [15] "New Interface" and "New Class" wizards to be enhanced
to support "non-sealed" modifier

This change handles the case where if a sealed supertype is selected and
'sealed' radio button is selected and when the sealed supertype is
removed, the  'sealed' radio button is deselected automatically. This
should not happen as sealed is a valid modifier here.
