Bug 536984 - [cleanup] Remove redundant semicolons

- add REMOVE_REDUNDANT_SEMICOLONS to CleanUpConstants
- add support for REMOVE_REDUNDANT_SEMICOLONS to CleanUpConstantsOptions
- add cleanup extension to o.e.jdt.ui plugin.xml
- add new RedundantSemicolonsCleanUp class
- add new cleanup to UnnecessaryCodeTabPage
- added needed messages to MultiFixMessages and CleanUpMessages
- enable REMOVE_REDUNDANT_SEMICOLONS in CleanUpStressTest
- add testRemoveRedundantSemicolons to CleanUpTestCase
