Bug 582220 - [Designer] JDT and CDT project creation require UI

- Fix multiple issues:
  - Only look for "supported" project types (pt.isSupported)
  - Check whether toolchain is for current platform (ManagedBuildManager.isPlatformOk)
  - Set artifact name
