Bug 564821 - Test failure on Windows There was a path not coded in the fallback implementation which exhibited a minor test failure on Windows. Specifically, absolute file URLs which were of the form `file:/c:/Users/...` were missing the leading slash `file:c:/Users/...`. The original code path re-wrote the URLs being passed in so that the URL went through a `URL->File->URL` translation which resulted in the slash being inserted as expected by the test.
