Revert "Bug 545844: Unify preference page links in documentation" This reverts commit e1e878159de18a7e67cb7ec3233a01e645b06184. This commit caused https://download.eclipse.org/eclipse/downloads/drops4/I20190414-1800/ and previous to fail at docs indexing. Change-Id: I7bb3e8c73e481e136d22f6f732d3caf47f4a9946
