[WIP] Bug 535789 - [Tip of the day] Help-> Tips and Tricks -> Platform

[Tip of the day] Provide tip provider for Help-> Tips and Tricks ->
Platform

* Loads the contents of the
org.eclipse.platform.doc.user/tips/platform_tips.html
* For each table row a tip is created
* Make use base64 images from other plugins
* added to the pom modules
* make use of the DefaultHtmlTip in tips core
* added about.html

* The same implementation could be used for new and noteworthy because
it also has a table with subject in the left column and contents in the
right column
