Bug 520903 - ResourceStatus of ResourceException has no stack trace

This change ensures that ResourceExceptions always provide a cause
exception. Without this change, any job which runs into a
ResourceException, instantiated without a cause, will result in an Error
Log entry without a stack trace. An example for such instantiation is
seen in Project.checkAccessible(int).
