Bug 568185 - [GTK4] Port SWT Tree snippets - fixedWidth

- TreeColumn.getWidth is to now return the fixed width of the tree
column. The fixed width dynamically changes when the user scales + when
set programmatically (unlike gtk_tree_view_column_get_width)

- Should fix the tree column width test failures in SWT & JFace
