Bug 454940 - [GTK3] DND does not work on ExpandBar

Working:
 - DND now works
 - Correct disposal for child widgets.
 - Child size computation fixed for new hierarchy.
 - BackgroundImage works better now.

Note:
 - Does not port back to GTK2, ExpandItems appear blank.
 - Passes junit Tests 
 - Control Example & other manual tests look good.
