Bug 578820 - Use new FileLocator.getBundleFileLocation(Bundle)
org.eclipse.help.ui reexports org.eclipse.core.runtime which in turn
re-exports org.eclipse.equinox.common, which to which the method
mentioned above has been added.
Therefore the required version has to be restricted to the first one
that provides it.
