 	<p>Kaloyan explained there's been some misunderstanding of this
 	issue, and that in reality, there is no 'runtime' being proposed. The
 	committers involved will writeup the detail on the wiki, and that link
 	distributed for review.</p>

 	<li>Need for incubating projects in Helios
 	<p>Should not effect JAXWS (graduating) and in worse case, doesn't
 	matter for PAVE (if it doesn't graduate for Helios).</p>
